The Project Overview should contain the following information:

Attestation of Code-making Authority:
The applicant should discuss the role of the organization and provide documentation of its authority to adopt building codes

Background:
The applicant should discuss the history of building codes in its jurisdiction and any relevant partner jurisdictions. This should include a clear articulation of the building energy code or equivalent currently in place, specifying the adoption and effective dates as well as current compliance rates. This information will be used to set a baseline for the proposal in the rest of the Full Application.

Project Goal:
The applicant should explicitly identify the proposed code(s) or equivalent to be adopted as part of the project, including a summary of relevant amendments, long term targets, and key implementation and compliance activities. Critical success factors for the project should be discussed including the ways in which the proposed project location and related infrastructure, skilled workforce, community benefits, etc. will contribute to the success of the overall project.

DOE Impact:
The applicant should discuss the impact that DOE funding would have on the proposed project. Applicants should specifically explain how DOE funding, relative to prior, current, or anticipated funding from other public and private sources, is necessary to achieve the project objectives. See, Potentially Duplicative Funding Notice in Section IV (D)(xvii).

Additional Benefits:
The applicant should outline additional benefits of the proposed project, including affordability, workforce development, public health, climate resilience, and climate impacts (such as extreme weather patterns, high winds, heat and freezing temperatures, drought, wildfire, and floods).

Jurisdiction Scenario 1:

The program goal is that new buildings constructed after 20__ fully comply with the energy efficiency code adopted by the state and that they be powered by renewable energy that is produced either on-site or procured off-site.

The program goal will be achieved by meeting the following objectives:

  1. Adopting renewable energy standards based on the voluntary Appendix CC from the IECC 2021 model code by 20__ [or equivalent Renewable Energy Standard].
  2. Achieving full compliance with both the state adopted energy efficiency and renewable energy standards (Appendix CC) by:
    1. offering training for design professionals, contractors, plan checkers, and field inspectors,
    2. requiring consistent compliance documentation to be submitted with each permit application, and
    3. verifying that adequate renewable energy is procured through
  3. Monitoring compliance by randomly selecting permit applications for a more thorough review of the plans and field verification after construction. [Field inspection is the only way to truly verify full compliance but this can’t be done for a couple of years after implementation of the RES.]

Jurisdiction Scenario 2:

The program goal is that new buildings constructed after 20__ achieve net zero energy and net zero-carbon building operation through increased energy efficiency and renewable energy generation and/or procurement.

The program goal will be achieved by meeting the following objectives:

  1. Adopting the IECC 2021 energy efficiency standard by 20__ [or equivalent code like Standard 90.1],
  2. Adopting appendix CC from the IECC 2021 by 20__ [or an equivalent renewable energy standard like the Zero Code].
  3. Achieving full compliance with both the energy efficiency and renewable energy standards by:
    1. offering training for design professionals, contractors, plan checkers, and field inspectors,
    2. requiring consistent compliance documentation to be submitted with each permit application
    3. encouraging permit applicants to use the COMCheck software during building design, and
    4. monitoring compliance by randomly selecting permit applications for a more thorough review.

Jurisdiction Scenario 3:

The program goal is to assure that electricity consumed in a class of new and existing buildings (the covered buildings) after 20__ is generated from carbon-free renewable sources.

The program goal will be achieved by meeting the following objectives:

  1. Establishing an energy disclosure and benchmarking program for covered buildings based on their size and use (if such a program is not already in place). [Covered buildings are addressed later.]
  2. Identifying eligible off-site procurement programs whereby building owners and their occupants can purchase off-site renewable energy.
  3. Requiring covered buildings to show proof that they purchased electricity from eligible off-site programs after 20__. This would be achieved through annual reporting through the energy disclosure and benchmarking program.
  4. Monitoring compliance with the Renewable Energy Standard (RES) by auditing a random sample of covered buildings on an annual basis.
