Diversity, Equity, Inclusion, and Accessibility (DEIA)
DOE INSTRUCTIONS
The Community Benefits Plan must include a section describing how DEIA objectives will be incorporated into the overall program. The section should detail how the State or applicant will support underrepresented businesses and training organizations that serve workers who face barriers to accessing quality jobs, and/or other project partners to help address DEIA.
The following is a list of potential DEIA actions that could be included in a Plan. This list is offered to provide guidance to States or applicants and is not intended to be comprehensive:
- Commit to partnering with Minority Business Enterprises, minority-owned businesses, women-owned businesses, and veteran-owned businesses;
- To fill open positions for code officials or other energy efficiency jobs, partner with workforce training organizations serving underrepresented communities and those facing systemic barriers to quality employment, such as those with disabilities, women, returning citizens, opportunity youth, and veterans;
- Partner with organizations who can provide workers with comprehensive support services, such as childcare, mentoring, and transportation, to increase representation and access in energy codes, energy efficiency, and construction jobs.

Topics to consider addressing when describing your jurisdiction’s plans for Diversity, Equity, Inclusion and Accessibility:
- What policies are in place in your jurisdiction to ensure that women-, minority- and veteran-owned businesses are prioritized in hiring and contracting?
- What is your jurisdiction’s process for recruiting, hiring, and advertising for positions to attract candidates and contractors from underrepresented communities?
- What has been your jurisdiction’s DEIA journey?What DEIA initiatives,trainings and/or support are available to your staff?
- What equity-centered internal policies, practices and workplace norms are in place in your jurisdiction?
- How does your jurisdiction evaluate its progress toward advancing DEIA?
